I met some landscape contractors employed by Hyde Housing.
They only clear up land owned by Hyde Housing.

This is on land belonging to Hexagon Housing Association.
I will be asking the council to either instruct them to clear it up,
or charge them for the clearing.
Please let me know if you have a solution to this problem.
