Mansion tax – or just increase the number of Council tax brackets?

Why impose a mansion tax?
maybe just update the council tax scheme by adding bands I, J, K, L & M……?
The charges are based on 1991 values,
many homes have doubled in value since then.
I don’t know of any properties worth less than £40,000 (band A) on the market today!
